BlueStart Aotearoa Secures Investment from Government to Scale New Zealand's Blue Economy Startup Platform

Ocean Impact Organisation has been selected by the Ministry of Business, Innovation and Employment (MBIE) to deliver a dedicated blue economy incubator and accelerator under BlueStart Aotearoa, New Zealand's specialist blue economy startup platform.

New Zealand's blue economy is worth $10 billion annually and projected to reach $14 billion by 2035 spanning aquaculture, maritime technology, ocean monitoring, sustainable fishing, marine biotech, and offshore renewables. It is one of the country's highest-potential growth sectors, and home to some of its most ambitious founders.

BlueStart Aotearoa has been operating since August 2025, supporting founders across the blue economy with coaching, connections, and commercial development. Backed by co-funding from MBIE, Whakatupu Aotearoa Foundation and Builders Vision Foundation, BlueStart Aotearoa is taking that platform to the next level delivering two structured, sector-specific programmes designed around the realities of building a blue economy business.

Two Programmes. One Sector.

BlueStart Foundations is a six-month incubator supporting ten early-stage founders from across New Zealand with market validation, business development and industry connections.

BlueStart Velocity is a twelve-week accelerator for six high-growth companies preparing to scale. The programme begins with a two-day immersion in Nelson Tasman, where founders will work alongside local businesses, researchers and industry leaders, creating opportunities for partnerships, pilot projects and investment.

A Partnership Built for Aotearoa

BlueStart Aotearoa is delivered through a partnership between four organisations with genuinely complementary strengths.

Ocean Impact Organisation brings six years of global blue economy programme delivery, 14 programmes, 200-plus startups supported globally, and more than $100 million in capital has been raised by them.

The Nelson Regional Development Agency brings regional infrastructure and deep connections to the Nelson Tasman blue economy, home to 300-plus blue economy businesses, and $332 million contributed to regional GDP.

Moananui is an industry-led blue economy cluster connecting industry, research, iwi, government, startups and investors, with a shared commitment to growing sustainable ocean-related business across Aotearoa. Its network, trusted relationships and national reach are helping BlueStart Aotearoa connect with founders and partners across the country.

The Blue House, a blue economy innovation hub was opened at Port Nelson in March 2026, is the physical home of Moananui and the in-person anchor for the accelerator cohort, backed by founding partners Westpac NZ, Kernohan Engineering, and NRDA.

What This Means for Founders

BlueStart Aotearoa is built around the realities of the blue economy; pilot design in marine environments, regulatory navigation, industry customers with long procurement cycles, and investors who need to understand a technology timeline that looks nothing like a software roadmap. Applications for both programmes open July 22, 2026.

Quotes

Elisa-Marie Dumas, Head of Global Programs and Partners, Ocean Impact Organisation Aotearoa:"New Zealand has world-class blue economy talent in its universities, its research institutes, and in its growing base of startups. What has been missing is a pathway that meets founders where they are and takes them somewhere real. BlueStart Aotearoa is that pathway, and with this MBIE investment behind it, we can now deliver it at the scale this sector deserves."

Sarah Cooper, Cluster Manager, Moananui:"Moananui exists to connect the people, organisations, and ideas that will grow New Zealand's blue economy. BlueStart Aotearoa puts a dedicated commercialisation pathway at the heart of that network. For Māori and Pasifika founders especially, having a programme that understands kaitiakitanga, the responsibility to protect the ocean for future generations, as a genuine driver of innovation changes what's possible."

Paul Miller, Chief Executive Officer, Kernohan Engineering: "Kernohan Engineering has been part of the Nelson blue economy since 1972, and now actively investing in its future. We backed The Blue House because we believe that the next generation of blue economy innovators and engineers need to find each other early. BlueStart Aotearoa creates exactly that pathway, and we are proud to be part of making it happen."

Fiona Wilson, Chief Executive, Nelson Regional Development Agency: “Bringing support to founders in this sector, from the centre of New Zealand’s blue economy, that understands their industry, their region, and their ambitions will bring a much needed boost to our regional need – and nationally - to grow the pipeline of blue economy start-ups. BlueStart Aotearoa delivers exactly that, and we're proud to see it anchored right here."

Jenny Douché, Manager Founder and Startup, Ministry of Business, Innovation and Employment:"BlueStart Aotearoa brings genuine sector depth to a part of our innovation ecosystem with significant growth potential. We're pleased to be supporting this programme and look forward to seeing what the founders who come through it go on to achieve."
